Rules for the 2008 Avon Lake Father's Day Soccer Tournament
TOURNAMENT RULES Players must be registered to their team according to current US Youth Soccer standards for age groupings. Current player passes must be furnished for each contestant. All players must be properly registered during scheduled registration times before the start of their first game. Documents needed for registration include player passes, completed liability release form, completed team contact form, two photocopies of your current league-approved roster, a travel permit if applicable, guest player form and signed medical release for each player. Rosters will contain no more than 12 players on U8, U9 & U10 teams; 14 on U11 & U12 teams; and 18 on all other teams. In the U14 division, trapped U15 players on official league U14 rosters will be allowed to play with their U14 teams. All age brackets are allowed three guest players per team. Guest players must have league certified player passes and appropriate guest player forms. Guest players from other USSF soccer organizations must provide a copy of the player’s current league approved roster. Teams entered into the tournament must only include players of the same USSF affiliate member. Teams traveling from outside OYSAN (Ohio Youth Soccer Association - North) must have proper travel forms. USSF-affiliated teams not under affiliation with a US Youth Soccer state association are permitted provided OYSAN required documentation is submitted. U15-U19 Tournament Teams are permitted provided they are properly registered with their State Association. Only current USSF referees may officiate. A player may be active on two tournament rosters, but not in the same bracket (no special scheduling consideration will be given for such players). 1. Game duration, format and ball size will be as follows: Age Divisio Format Game Duration Ball Size U19-U15 11v11 Two 35-minute halves 5 U14-U13 11v11 Two 30-minute halves 5 U12-U11 8v8 Two 30-minute halves 4 U10-U8 6v6 Two 25-minute halves 4 2. International rules (FIFA) will be in effect with the following exceptions: Substitutions may be made only with the referee’s permission: A. Before a throw-in in your favor. The opposing team may also sub if their players are ready at the halfway line and throwing team is substituting. B. Before a goal kick for either team C. After a goal by either team D. At half-time E. Anytime in case of injury (one for one) Substitutions shall enter the field at the halfway line. Substitutes entering the match must be at the halfway line prior to the ball going out of play. 3. Players, coaches, and spectators are expected to exhibit good conduct and sportsmanship at all times: A. There shall be no dissent between players and/or coaches and the referee. B. Questioning a referee is considered dissent. All coaches are urged to encourage their fans to adhere to this rule. It makes a better game for all. C. Any coach or player ejected from a game will be suspended for the current game and ineligible to participate in the next scheduled game. Suspended players may not sit on the player’s sideline while serving their suspension. The coach or player pass will be turned in to the tournament headquarters immediately following the initial suspension game. Tournament headquarters shall be notified of all suspensions. Violations leading to a second red card for any player or coach will result in suspension of that individual for the remainder of the tournament. D. Spectators may be red-carded by the referee. Any spectator receiving a red card shall leave the immediate playing area for the duration of the game. Tournament Committee Members and the Referee Assignor may impose further disciplinary action, including ejection from the tournament, after a review of the violation. E. OYSAN and Avon Lake Soccer Organization may impose additional penalties should circumstances warrant. 4. Team officials and substitutes who are not active in play are restricted to an assigned area along the restraining line within 20 yards of midfield. Both teams will be on the same side of the field, opposite the fans. The area behind the goals is off-limits to all team members and spectators. 5. Coaches and/or team managers are responsible for the proper conduct of their fans. Fans should stay at least two yards from the touchlines to give assistant referees sufficient room. 6. Individual awards will be presented to the first- and second-place teams in each division in age groups U10 and older. Participation awards will be presented to all U8 and U¬9 players. Every player and coach will receive a tournament patch. 7. The first team listed on the schedule is designated as the home team. If the referee determines there is a uniform color conflict, the home team will be responsible for changing into a different color jersey. 8. Division standings will be determined on the following basis: A. No playoffs, advancement for seeding or championship games will be held for U9 or younger age groups B. For U10 and older divisions: (1) Points: 3 points for a win; 1 point for a tie; 0 points for a loss (2) Participants for the championship games will be determined in the following manner: (a) Two bracket divisions: the winners of each bracket (b) Four-team divisions: First- and second-place finishers from round-robin play will meet in the championship game. (c) Five-team divisions: Championship determined by round-robin play. C. In the event of ties in point standings, the following sequence will be used to determine ranking: (1) Result of game played between the tied teams. If more than two teams are tied in a bracket, this step is eliminated. (2) Total net score for tournament games. Net score equals goals scored less goals allowed. A maximum differential of 4 goals per game will count for this purpose. (3) Least number of goals allowed. (4) Kicks from the penalty mark elimination. If not resulting from a double overtime tie (10.B, below), each coach shall choose eleven players to kick, including goalkeeper. First five players shall kick, alternating teams. If the score is tied after the first five, the remaining six players shall kick, alternating teams, until there is one unmatched goal between two opposing players. No player shall kick twice before all have kicked once. If all eleven players have kicked once and the score is tied, the kicks shall continue, one at a time, drawing from the same eleven players, alternating teams, until there is one unmatched goal between two opposing players. No player shall kick a third time until all have kicked twice. 9. Forfeit: A team failing to field the minimum number of players at the scheduled starting time will forfeit the game. The minimum numbers are: seven for 11v11, and five for 8v8. There will be no deviation from this rule. The score for the purpose of bracket play will be 4-0. Any team which forfeits a match will not be eligible for championship round games. All teams must be ready to check in with field marshals no later than 15 minutes before the scheduled starting time. 10. In the event of ties at the end of the championship-round games, winners will be determined as follows: A. Two, full, five-minute overtime periods will be played, with the teams switching ends for the second period. B. If still tied after the overtime periods, kicks from the penalty mark will be used as stated in 8.C.(4). Only players on the field at the end of the second overtime are eligible to participate in kicks from the penalty mark. 11. There will be no protest of referee decisions. All decisions of the referee are final and binding. Non-referee related protests should be directed to the tournament director. All decisions of the tournament director are final and binding. 12. In the event that play has been stopped due to lightning or severe weather that, in the opinion of the Referee Assignor or Tournament Director(s), constitutes a dangerous situation, all teams shall take cover but remain at the tournament location for the duration of the scheduled game. If this occurs, the Referee Assignor or Tournament Director(s) will make the judgment according to the following rules: A. Games interrupted in the first half: (1) If time permits, play to completion. (2) If time permits, play to completion of at least the half and record the score as completed. (3) If the first half cannot be completed, the game will be called a scoreless tie, and each team will be awarded one point. B. Games interrupted after the completion of the first half: (1) If time allows, play to completion. (2) If time does not permit, the game will be called complete and the score at the time of the interruption will be recorded. 13. In the event that games are running late, there will be no warm up activity on the field of play. Players should stretch and warm up during the end of the previous game. The game will start immediately after the coin toss. The coin toss is to occur promptly after the completion of the delayed game. 14. Any questions concerning these rules should be directed to the Tournament Director(s). 15. No alcoholic beverages are allowed at tournament sites. 16. A full refund of fees will be issued to teams that withdraw their application 30 or more days before tournament registration day. A full refund will also be issued to teams registered for brackets or age groups that could not be filled. Teams are guaranteed a minimum of 3 games. ADDENDUM: U8-U10 SMALL-SIDED RULES SUMMARY Rules for small-sided games follow US Youth Soccer recommended modifications to the FIFA Laws of the Game. Please refer to the rules as stated above with the following modifications: Offside : No Offside. Coaches may not station a player permanently in front of the opponent’s goal. Referee’s discretion to stop play and restart with indirect free kick to defending team from point of infraction. Goalkeeper Punts: An indirect free kick is awarded to the opposing team at the center spot on the halfway line, if a goal keeper punts or drop-kicks a ball in the air from one penalty area into the opponent’s penalty area. Penalty Kicks: Conducted per FIFA, with penalty mark eight yards from goal line. Free kicks: Conducted per FIFA. Opponents remain eight yards from ball.
